ok, so this is how it really works:
web-based proxy (such as daveproxy.co.uk suggested above) will work ONLY for downloading the file from the BBC site. so, not actually helpful.
you need to find a non-web-based UK proxy, and change your connection settings in your browser. then just let the installer install. when it does, reverse your connection settings
short instructions for IE: tools -> internet options -> connections -> LAN settings -> check "use a proxy server for your LAN..." -> type the IP and the port in the boxes below.
changing the settings in IE will change your global settings, I suppose, since chrome was working on the same settings I typed into IE. to check if the proxy you tried is working correctly, just try going to any webpage as you would normally. if it's REALLY slow, you might want to try a different proxy (see next paragraph as to why)
for a list of proxys try this site:
http://www.hidemyass.com/proxy-list/search-8 (just select you want proxys from UK only), and try the ones you get, you should get lucky with one (some are slow and the installation process just freezes).
i used the 91.103.185.182:80 and that one worked just fine
